On Theoretical Innovations in Strengthening Primary-level Party Organizations in the New Era

党的十八大以来,在推进基层党组织建设的实践中,党中央提出了一系列新的理论观点,实现了基层党建的理论创新。主要包括:从党的组织体系的视角、着眼于贯彻全面从严治党方针、围绕解决基层党组织建设存在的实际问题等方面,深化了对基层党组织建设重要性的认识;明确了基层党组织建设"以提升组织力为重点",为推进新时代基层党建明确了具体方向,体现了鲜明的问题和现实逻辑;强调发展党员要把政治标准放在首位,基层党组织建设要突出政治功能;规范了党支部的基本职责,对推进全面从严治党向基层延伸和落实管党治党责任具有重要意义。

Since the 18 th National Congress,the CPC Central Committee has proposed a series of new theoretical views and made some innovations in strengthening primary-level Party organizations,which include:fully recognizing the importance of this work from the perspective of organizational system,by focusing on implementing the principle of strict governance over the Party and addressing the problems existing in the organizations;making it clear that the work should focus on improving the organizational capability of primarylevel Party organizations,which has given a clear direction for this work in the new era,embodying distinct problems and logic;giving priority to enhancing the political functions of primary-level Party organizations,highlighting that putting political performance first in recruiting new Party members;and defining the responsibilities of Party branches,which is of great significance for shifting the focus of full and strict governance over the Party to the primary-level and implementing the responsibility of Party governance.
