国际法视野下核能风险的法律规制及治理研究

Legal Regulating and Management Research of the Nuclear Power Risk under the Perspective of International Law

基于核电产业发展和国家与社会事业有效安全运行息息相关这一实况,提出了在国际法视野下做好核能风险法律规制编制以及治理工作的建议。文章在对放射性核污染、核事故以及核武器等风险进行阐述的基础上,探究了核能法律法规存在的缺陷,最后分析核能风险国际治理体制构建过程。

Based on the fact that nuclear power industry development is closely related to the effective safe operation of national and social programs,it puts forward that carry out legal regulation establishment and management advice of nuclear power risk under the perspective of international law. On the basis of stating such risks as radioactive pollution,nuclear accidents,and nuclear weapons in the article,the flaws of the nuclear power laws and regulations is explored,and constructing process of international management system of nuclear power risk is analyzed finally.
