香港资历框架质量保证体系的构建及其启示

On Construction of Quality Assurance System for Qualification Framework in Hongkong and Its Enlightenments

资历框架作为终身学习体系建设中的基础性支持制度,其价值在于实现各级各类教育的有效沟通和衔接。香港资历框架的构建基于客观和明确的标准和质量保证体系,并按照成效标准厘定级别,按照能力标准开发课程;通过立法和完善的组织机构保证资历框架的运行,通过建立课程评审和过往资历认可机制保障资历的质量。学习借鉴香港资历框架及其质量保证体系,加快研制国家资历框架,要统筹建设学分银行制度;开放大学要建立质量保证机制,推动"立交桥"的基础建设;遵循以成效为本的理念,加强开放大学专业课程建设;推进学分银行体系建设,搭建资历信息综合服务平台。

The qualification framework is a basic support system in the construction of lifelong learning system.Its value lies in the realization of effective communication and connection between different levels of education.The measures for construction of Hongkong qualification framework are:Based on objective and clear standards and quality assurance systems,to set levels according to effectiveness standards,and to develop courses according to competency standards;to guarantee the operation of the qualification framework through legislation and a sound organizational structure,and to ensure the quality of qualifications through the establishment of the mechanisms for the curriculum review and the previous qualification recognition.Based on the experience of the Hongkong qualification framework and its quality assurance system,to speed up the development of national qualification framework,it is essential to coordinate the construction of credit banking system.Besides,the Open University should establish the quality assurance mechanism and promote the infrastructure construction of'overpass',strengthen the construction of specialized courses in the Open University based on the effectiveness-oriented idea,as well as promote the construction of credit banking system and build a comprehensive service platform for qualification information.
