摘要
近十年中职免费政策的实施体现了国家普及高中阶段教育、促进教育公平的政策目标,但其实施效果如何值得进行检验。通过对四川省贫困地区调研数据的分析,从中职免费政策设计的价值目标入手,综合应用倾向得分匹配法和因子分析等方法消除混杂因素引致的偏差,对中职免费政策教育公平目标的实施效果进行定量评估,并尝试构建我国中职教育质量公平、就业质量公平两套评价指标体系,为我国贫困地区适时调整、改进和制定新的中职资助政策提供理论依据和政策建议。
The implementation of free secondary vocational education policy in the past ten years reflects the policy goal of popularizing high school education and promoting education equity in China.But how effective is the implementation of policy worth testing.Through the analysis of the survey data of poverty-stricken areas in Sichuan Province,this study starts from the value goal of the free secondary vocational education policy,uses the Propensity Score Matching Method and the Factor Analysis Method to eliminate the bias caused by confounding factors,and conduct a quantitative evaluation toward the realization degree of its educational equity goal through implementing the free secondary vocational education policy.Based on this,the two sets of evaluation index systems,namely,the fair education quality and the fair employment quality,are constructed in secondary vocational education of China,which can provides theoretical basis and policy suggestions for timely adjustment,improvement and formulation of new secondary vocational funding policies in impoverished areas of China.
