高等职业教育高质量发展的生成逻辑与实践进路

On the Generating Logic and Practice Path for High-quality Development of Higher Vocational Education

高等职业教育高质量发展是新时代的重大命题,具有自身的生成逻辑,是面向现代化的历史必然,是面向未来的理论生成,是面向世界的实践要求。当前,我国高等职业教育发展存在规模大与认可度低、就业率高与就业质量低、资源领域广与资源转化率低三大矛盾,制约着其高质量发展。因此,在实践进路上,高等职业教育要从制度变革、效率变革和动力变革入手,优化体制机制、拓展教育内涵、融合多方资源,坚持新发展理念,加强供给侧结构性改革,提高供给体系质量和效率,为经济社会高质量发展提供必要的人力和智力支撑,为构建人类命运共同体注入中国符号的文化因子、技术养分和技能要素。

The high-quality development of higher vocational education has become a major proposition of the new era.It has its own theoretical logic that is a historical necessity for modernization,a theoretical generation for the future,and a practical requirement for the world.At present,the development process of higher vocational education in China has three major contradictions:large scale and low recognition,high employment rate and low employment quality,wide resource field and low resource conversion rate.Therefore,in the practical dimension,higher vocational education should optimize system and mechanism,expand educational connotation,integrate multiparty resources,uphold new development concepts,strengthen supply-side structural reform,improve supply system quality and efficiency from institutional,efficiency and dynamic reform,in order to provide necessary intellectual support and inject cultural factors,technical nutrients and skill elements of Chinese symbols into the community of human destiny.
