内蒙古少数民族聚居区稳定脱贫长效机制研究

A Study of the Long-term Mechanism of Stable Poverty Alleviation in Ethnic Minority Concentrated Areas of Inner Mongolia

少数民族聚居区贫困程度深、脱贫难度大、任务重,是"十三五"期间"打赢脱贫攻坚战"的主战场。能否实现少数民族聚居区稳定脱贫关系到2020年全面建成小康社会目标的实现,也关系到深度贫困地区后扶贫时代经济稳定发展和民生不断改善。论文通过对内蒙古少数民族聚居区深度贫困现状的考察,分析其存在的问题及问题产生的原因,并尝试构建内蒙古少数民族聚居区稳定脱贫长效机制,以期为其他少数民族聚居区稳定脱贫提供借鉴。

Being deep in poverty and having great difficulties and heavy tasks in poverty alleviation,ethnic minority concentrated areas are the main battlegrounds of poverty alleviation in the 13th Five-Year Plan period.Achieving a stable poverty alleviation in these areas is related to achieving the goal of building a welloff society in an all-round way by 2020,and making a stable economic development and constant improvement of people’s life in these areas in the post poverty alleviation era.Based on a survey of the current deep poverty situation in ethnic minority concentrated areas in Inner Mongolia,this paper analyzes the existing problems and causes and tries to construct a long-term mechanism of poverty alleviation in order to provide references for a stable poverty alleviation in other ethnic minority concentrated areas.
