基于需方视角下基层首诊实施效果评价指标体系的构建研究

Research on the Construction of Evaluation Index System for the First-time Pediatric Implementation Based on the Demand Side

为了客观真实地从患者角度评估分级诊疗政策的实施效果,本研究在文献复习及专家咨询的基础上,并结合层次分析法,建立从患者角度评估分级诊疗政策实施效果的指标体系,最终确定一个一级指标;健康恢复程度、就医可及性、就医经济负担、就医满意度四个二级主体指标,以及17个三级指标,为后期政策评估提供参考依据。

In order to objectively and realistically evaluate the implementation effects of the hierarchical diagnosis and treatment policy from the perspective of patients, this study established an index system for evaluating the implementation effect of hierarchical diagnosis and treatment policies from the perspective of patients based on literature review and expert consultation,combined with analytic hierarchy process. Finally, 1 first-level indicator, 4 second-level of indicators: health recovery, access to medical care, financial burden of medical care, medical satisfaction, and 17 third-level indicators were determined, providing a reference for later policy evaluation.
