双重目标下金融扶贫的实践偏差与模式创新

Practice Deviation and Mode Innovation of Financial Poverty Alleviation with Dual Goals

当前我国农村金融面临"发展"与"扶贫"的双重目标,双重目标背景下金融扶贫面临政治使命、发展战略与社会责任的"三元"任务。过于突出政治使命使我国金融扶贫出现了实践偏离,这不利于农村金融双重目标的实现。因此,需要认真审视金融扶贫基本内涵,推动我国金融扶贫本质回归。双重目标下我国应该实施可持续性金融扶贫模式,以农村金融可持续发展促进实施金融扶贫,以实现金融机构财务可持续为基础,提升贫困人口脱贫能力,注重发挥农村金融市场机制在金融扶贫中的作用。

In current time,China’s rural finance faces dual goals of'development'and'poverty alleviation',which makes financial poverty alleviation face'three dilemmas'including political mission,development strategy and social responsibility.Too much attention paid to political mission has caused the practical deviation of financial poverty alleviation in China,which is not conducive for the realization of dual goals.Therefore,it is necessary to think seriously about the basic connotation of financial poverty alleviation and promote the return of essence of China’s financial poverty alleviation.Under the background of dual goals,China should implement the sustainable financial poverty alleviation mode via sustainable development of rural finance to promote the implementation of financial poverty alleviation.Based on the realization of financial sustainability of financial institutions,we should improve the poor’s ability to get out of poverty by taking advantage of rural financial market mechanism in financial poverty alleviation.
