摘要
过去20年,我国城市普遍经历了以人口集聚与规模扩张为特征的快速发展阶段,这种以增量土地换取发展的方式愈发显得难以为继。中央城镇化工作会议明确提出了有效控制土地增量、合理确定发展规模的要求,意味着增量发展不再是未来的主要方式。本文就存量规划背景下用地适改性评价体系的构建进行分析,对存量规划中用地调整具有重要的指导意义。
Over the past 20 years, cities in China have generally experienced a fast development stage, which was characterized with population agglomeration and scale expansion, the way of incremental land for development seems more unsustainable. China Urbanization Work Conference clearly put forward the requirements of the effective control for land increment and the reasonable confirmation for development scale, it means the incremental development is no longer the main way in the future. This paper will analyze to build an evaluation system for land use modification under the background of inventory planning, it has important guiding significance for land –use adjustmen in inventory planning.
