城乡建设用地增减挂钩试点项目开展的成效与问题——以四川地区为例

Achievements and Problems in the Pilot Project of Linking Increase and Decrease of Urban and Rural Construction Land——Taking Sichuan as an Example

为了破解资源保护与资源保障的'两难'问题,探索出一条新型工业化城镇化道路,2005年10月,国土资源部(现自然资源部)正式部署开展城乡建设用地增减挂钩试点工作(以下简称'挂钩试点')。从国家到省到地方出台了一系列管理制度,挂钩试点推行十余年,不断总结、完善。虽然挂钩试点对加快城乡统筹发展和社会主义新农村建设做出了重要贡献,但是各地在项目申报、资金筹措、农户意愿、助推脱贫攻坚等方面仍然存在一些问题,文章以四川地区为例,总结挂钩项目开展的成效,分析存在的问题,并提出建议。

In order to solve the'dilemma'between resource protection and resource guarantee and explore a new road of industrialization and urbanization,in October 2005,the Ministry of land and resources(now the Ministry of natural resources)formally deployed to carry out the pilot work of linking the increase and decrease of urban and rural construction land(hereinafter referred to as the'linking pilot').A series of management systems have been introduced from the national to provincial and local levels.The pilot program has been implemented for more than ten years and has been continuously summarized and improved.The pilot program has made important contributions to accelerating the overall development of urban and rural areas and the construction of a new socialist countryside.However,there are still some problems in project application,fund raising,farmers’wishes,and poverty alleviation.Taking Sichuan as an example,this paper fully summarizes the achievements of the linked projects,makes a brief analysis of the existing problems,and puts forward some suggestions,hoping to play a role in attracting valuable suggestions.
