社会工作机构参与协同治理的运行机制研究

Research on the Operating Mechanism of Social Work Institutions Participating in Collaborative Governance

社会工作机构通过承担政府的部分服务职能为社会公众提供社会服务,在国家基本公共服务体系建设中发挥协同性作用,对于实现协同治理的社会管理目标具有重要的推动性价值。但是,当前我国社会工作机构参与协同治理的整体能力尚有待提升。只有加强以推进社会服务专业化、加强服务平台可视化、提升社会管理科学性、构建协同剩余多赢局面等为抓手的运行机制建设,才能为社会工作机构参与协同治理提供专业支撑、精准方向、资源保障、科学依据和评价体系。

Social work organizations provide social services to the public by assuming part of the service functions of the government, and play a cooperative role in the construction of the national basic public service system. It has an important pushing value for realizing the goal of social management of collaborative governance. However, the overall ability of China′s social work organizations to participate in collaborative governance needs to be improved. Only by strengthening the construction of the operational mechanism, which focuses on promoting the specialization of social services, improving the visualization of service platforms, enhancing the scientific nature of social management, and building a win-win situation of synergistic surplus, can we provide professional support, precise direction, resource guarantee, scientific basis and evaluation system for social work institutions to participate in collaborative governance.
