The essence of western development is the issue of the regional development.Under the conditions of modern civilization and the development of science and technology,knowledge has become the intrinsic factor of productive forces.Knowledge economy is reflected by the science and technology but behind the facade is the critical power of people's creativity.Level of education,scientific knowledge and professional skills people will acquire become the critical factors and basic requirements to determine the social and economic development in the nation-wide or regionally.The significan of developing and uticizing the human resource in western regions is to promote the awareness of the importance on human resource development in western China,to analyze the development of human resource and its current situation,to take some efficient measures to conduct the development of human resource,to transfer the heavy burden of the large population into the powerful human resource,and to promote the development of regional economy healthily and rapidly.
