充分发挥两只“手”的作用——新形势下民族地区小康建设的新思路

民族地区小康建设对于全面建设小康社会目标的实现具有重要意义。从全面建设小康社会这一全局性的高度看,国家充分运用宏观调控这一只"看得见的手",是新形势下民族地区小康建设的必要条件;从民族地区自身发展的角度看,充分发挥市场机制这一只"看不见的手"的作用,则是新形势下民族地区小康建设的充分条件。只有把这两只"手"有机地结合起来,才能在本世纪头20年将广大民族地区建设成为高水平的小康社会,以实现全面建设小康社会的奋斗目标。

Developing the well-to-do ethnic areas is very important to the fulfillment of the goals of building up a well-off society in an all-round way. From the perspective of fully constructing the well-to-do society, the country's fully utilizing the 'visible hand'macro-controlis the prerequisite of construction of the well-to-do ethnic areas under the new situation. But from the point of view of developing the ethnic areas, giving full play to the invisible handmarket mechanism is the sufficient condition. Only by combining the two hands, can the ethnic areas been built into a high-level well-to-do society in the first 20 years of this century.
