摘要
约束管制者对提高政府管制的有效性具有重要的现实意义。作者提出了运用法律手段、建立责任机制、引入权利和利益、制约信息互动等几方面的措施对管制者进行有力制约,从而在合理的管制体制框架下,实现有效的管制。
To restrict regulators is of great importance in improving effectiveness of government regulation. This paper puts forward several means and measures to strongly restrain regulators. They are restrictions through law, establishing accountability mechanism, exerting benefit and citizen right, and controlling information managing.
