中国的人口问题最重要的仍然是数量问题,目前,只要大力推行一孩政策,并且建立健全养老机制,生育率仍有巨大的下降空间。农村允许生二胎政策,只是暂时缓解了农村养老问题以及政府与居民之间的矛盾,但三十年来使总人口少减少1.7亿,因此是弊大于利。

Currently, there is still large space for the decline of the bearing rate as long as we push the 'one-child policy' and establish right systems for the aged. The policy of family with two children in coun-tryside only alleviates the conflicts between the problem of provision for the aged in countryside and the citizens, yet it has increased the population by 170 million in the last 30 years. Thus the disadvantages of this policy overwhelm the advan-tages.
