ON ADMINISTRATIVE LEGISLATION CONCEPTION IN INTELLECTUAL ECONOMY

知识经济是以知识为基础、知识成为经济发展的第一推动力的经济形式,知识经济的兴起和发展必然带来行政立法观念的变化。为此应在理性分析和科学把握知识经济的一般特征和发展规律的基础上,确立知识经济条件下的权利本位、民主化、科学化、全球化和可持续发展等行政立法观念,为知识经济时代的行政法制建设提供观念指导和理论支撑。

Intellectual economy is a molding based on knowledge, in which knowledge is the first impetus for the development of economy. Its generation and development certainly arouse the changes of administrative legislation conception. So, on the base of rational analysis and scientific grasp of the common characters and laws of intellectual economy, establish the administrative legislation conceptions, such as standard power,democracy, scientism, globalization and sustainable development, and provide conception guidance and theory supports for construction of administrative legislation in intellectual economy times.
