长江流域梯级排灌工程的设想及其价值

长江流域洪灾旱灾不断。建立大型排灌工程,取长江之水,既减洪水压力,又解旱灾之苦。从经济学的角度看此举能够有效利用水资源,优化长江流域生态环境,保证广大地区的粮、棉、油产量,保证人、畜饮水质量,分洪减灾等。并且梯级排灌工程建设投入的巨大"乘数效应",必将增加本地区农民收入,提高购买力。这是开拓农村市场,刺激消费,扩大内需的关键。

In view of constant floods and drought in the Yangtze valley , this paper is to conceive the possibilities of establishing step irrigation and drainage project to prevent the disaster. An economic analysis shows that such an project enables the Yangtze water to be effectively used and the ecological environment in the Yangtze valley to be improved. In addition, this paper is also to analyze the multiplier effect of governmental investment in the infrastructure, esp., its positive effects on the local inhabitants' income and purchasing power.
