摘要
市场经济条件下,大量的奖励应来自民间,形成奖励的社会运行机制。立足我国奖励实践,吸收、借鉴发达市场经济国家的有益经验,改革传统政府奖励模式中不适应市场经济发展的因素,用法律、法规、政策等宏观调控手段加强对民间奖励的管理,使政府奖励与民间奖励共同协调发展,逐步建立适应社会主义市场经济发展的、具有中国特色的奖励制度。
Under the condition of market economy,a large amount of reward should come from the non— governmental sectors,and form the social operation mechanism of the reward.Based on our country's prac- tice of rewarding,we should absorb and learn from the helpful experiences of developed market economy na- tions in order to reform the traditional mode of governmental reward,which is inconsistent with the factor of economic development of the market.We should strengthen the management to the non—governmental re- ward with macro adjustment and control means such as law,regulation,policy etc,and make the govern- mental reward and the non—governmental reward develop in harmony,gradually set up the incentive—and —reward system adaptive to the socialist market economic development with Chinese characteristics.
