A Study of Innovations in Urban Planning Management System

在社会主义市场经济体制逐步建立和完善的过程中 ,城市规划管理的主体、客体及相对人发生了相应变化 ,城市规划管理体制面临着创新的压力和机遇。从系统论的角度分析 ,当前 ,城市规划管理体制存在的本质问题是经济基础和上层建筑之间的矛盾 ,相应的问题表象就反映于城市规划的决策系统、执行系统和反馈系统 ,使规划表现出一定的滞后性和低效率。城市规划管理体制创新的目的是增强规划的科学性、系统性、民主性和法制性 ,使其与社会经济发展动态协调 ,而创新的具体方法则是不断完善三个规划子系统 :从决策系统分析 ,应强化规划咨询 ,调整编制主体、程序和规划体系 ;从执行系统分析 ,应改进规划审批权限及程序 ,改革开发控制模式 ,实现城市精明增长 ;从反馈系统分析 ,应健全监督机制 ,提高监督效力。以上三个子系统应在创新的过程中实现整体上的有机统一 ,通过决策、执行、反馈的循环往复 。

In the course of the formation and perfection of socialist market economy, the executors, the objects and all the other concerned parties of urban planning have changed. The management mechanisms of urban planning meet with both opportunities and challenges. From the perspective of system theory, the most f undamental problem of the existing management mechanisms of urban planning is the conflict between economic and political needs. This conflict is most evident in the working mechanisms for decision-making, implementation and feedback gathering in urban planning. It results in low efficiency and the unprogressive nature of the current urban planning. Innovation on management mechanisms will strengthen the scientific, systematic, democratic and legal requirements of urban planning in keeping with the social and economic development . Innovation is mainly concerned with the improvement on three subsystems of urban planning. From the perspective of decision-making subsystem, the role of consultation in urban planning should be emphasized , and the responsible party, the procedures and the work ing mechanism of plan making should be adjusted. From the perspective of implementation subsystem, the administrative power, the examination and approval procedures and the development control mechanism of urban planning should be improved to meet the need of efficient urban growth. As far as the subsystem of feedback gathering is concerned, the working mechanism and the efficiency of supervision should be improved. All the above three subsystems should be integrated into the innovation process.
