摘要
制度性因素是中国产业结构存在问题的症结所在。为形成有利于产业结构优化的微观基础和宏观环境,必须在宏观管理制度、生产经营单位的组织和经营管理形式、市场规制等方面进行制度创新,以制度创新推动产业结构优化。
Institutional factor is the crux of the problem on industrial structure in china.In order to form the microbasis of industrial structure preference and create the macroenvironment in favor of structural preference, we should innovate institution in macro regulatory regime, the organization and management of production units, and market rules and regulations, and take those as means for structural preference.
