摘要
由于制度的不成熟与不规范性,使国有企业在激励和约束两个方面都存在着严重的缺陷,探索激励与约束机制的重构成为国有企业改革的深层次问题。同时,建立现代企业制度的核心是产权制度的改革,有了明晰产权,才能建立责权明确、权力制衡、管理科学的组织形式,才能建立起一套既有激励又有约束的机制。基于此,对国有企业实现产权化激励进行了深入的思考。
Because of the immature and nonstandardized system, some serious defects about the encouragement and restraint exist in the stateowned enterprises. To explore the reconstruction of the system of encouragement and restraint becomes a profound problem in the reform of stateowned enterprises. Simultaneously, the core to establish modern enterprises is the reform of the property right system. The distinct property right is a prerequisite to the establishment of wellbalanced and scientifically managed organization. This paper probes into the incentive mechanism of property rights for the stateowned enterprises.
