摘要
否决权是美国总统发挥立法指导作用的一项重要武器。它在实践上的最初渊源可以一直追溯到古罗马,此后又曾出现过英王的否决权、北美殖民地时期总督的否决权和北美独立后一些州行政长官的否决权等几种形式。在制宪会议上总统否决权问题曾引起很多的争论,本文就此作一探讨。
The veto power is an important weapon with which the American presidents can direct the legislative process.Its initial origin in practice can trace back to ancient Rome. After that ,there emerge other forms of veto power ,such as the British monarch's veto power ,the satrap'sveto power during the period of North America Colony and the executive's veto power in some sates after the Independence of North America. In the Philadelphia Convention ,the item of presidential veto power induced many quarrels, the thesis also makes some introduction to this .
