Difference Between the Rich and the Poor and Its Control by the Government

我国贫富差距扩大与政府控制乏力直接相关,政府控制乏力不仅表现为政策法律缺位和执行乏力,而且表现为政府控制的负面效应。政府控制乏力是因为我国传统政府管理模式存在弊端,在这种模式下的政府控制反而成为引发非正常贫富差距扩大化的重要原因之一。所以,必须适度引入西方现代治理理论进行行政改革,建构现代治理的制度平台,转变政府管理方式,以克服政府对贫富差距的控制乏力。

The divide between the rich and the poor in our country is getting wider and it is directly related to the government's lack of control.The lack of control is not only due to the lack of the policy law and weak execicting,but also due to the negative effect of the government control.The lack of goverment control is because of the quite a number of shortcomings of the management model of the country's traditional government.Under this model,government control becomes one of the important reasons for causing the enlarging the gap between the rich and the poor.Therefore,it is necessary to adopt properly the western modern administering theory to do daministration reform,buid a modern management system,change the management style of the government to overcome the lack of government control of the divide between the rich and the poor.
