Macroscopic Thoughts about the Mechanism of the Aging Security——Discussion about the Establishment and Functions of Public-aid,Inter-aid and Self-aid System

养老保障的目的就在于把被排斥到家庭之外的弱势老人群体 ,通过营造公共领域、互助领域、自助领域生活保护环境 ,使他们能够共享现代生活文明的成果 ,给予他们一个安心、安全的老后生活。本文试图从国家、社区、企业、家庭以及个人资源整合的视角 ,探讨营造国家——公助体系 ;社区·企业——互助体系 ;家庭·个人——自助体系的基本原则和基本结构 ,提供一个宏观思考养老保障机制的思路。

Through making the life environment of public aid field, inter aid field and self aid field, we can gain the purpose of the security for the aging——that is to help the aged rejected by their family share the fruit of the modern civilization and provide them with a safe, comfortable life. From the aspect of the integration of the resource of the nation, community, enterprise, family and individual, this paper analyzes the basic rules and structure about the systems of nation——public aid, community、enterprise——inter aid,and family、individual——self aid, and provides a thinking way of macroscopic thoughts about the mechanism of the aging security.
