论边疆开发中的利益关系及其协调

内陆边疆地区属于我国欠发达地区,且大部分属于西部地区,因此,边疆开发是西部大开发的重要组成部分。在边疆开发过程中,必然涉及到经济利益在不同国家、地区和部门之间的分配,衍生出一系列的利益关系,正确认识并协调好这些关系,对于进一步搞好边疆开发具有重要的意义。边疆地区是我国向西开放的前沿阵地和窗口,实行双向开放战略成为边疆开发的重要内容。在边疆开发过程中,要正确认识并处理好双向开放涉及的利益关系,包括与国内其他地区和与周边国家之间的利益关系。同时,边疆地区生态环境普遍脆弱,要切实加强环境保护,使经济利益与环境利益相互协调。

The border areas are underdeveloped and it mainly belongs to the west of our country.Development of borderland is an important part of the great western development.The development certainly relates to the distribution of the economic interest among different countries,regions and departments,and derives a series of interest relationship.To further develop the borderland,it is very important to have a correct understanding of the relationships and to handle them correctly.The border areas are the forward position and window in the west of our country.Therefore,effective implementation of the strategy of twoway opening is important.At the same time,the ecological environment in the borderland area is weak as a whole.To harmonize the relationship between the interest of economy and environment,the environment conservation should be effectively strengthened.
