关于水利建设管理体制改革的思考

Thinking on System Reform of Water Project Construction and Management

改革开放以来,为了适应市场经济的需要,水利建设管理体制也在不断地进行着改革,项目法人责任制的推行,对规范建设管理,明确责任主体,提高工程质量,保障资金安全等发挥了很好的作用,尤其是在经营性项目中表现得更为明显。以公益性为主的项目,由于受一些客观因素的影响,在推行项目法人责任制的过程中出现了一些实际问题,有必要继续深化改革。各地在改革中积极探索,勇于创新,涌现出不少好的做法,如混合制、代办制、代建制、总承包制等,其中尤以代建制和总承包制更符合现阶段改革的原则和要求。

Since the open-up of China, reform has been taken continuously in the management system of water project so as to meet the requirement of market economy. The popularization of project owner responsible system plays an critical role in regulating construction management, clarifying responsible parties, improving project quality and securing financial safety etc., especially those profit-generating projects. Nevertheless, for those non-profit projects, practical problems appear in the popularization of project owner responsible system due to various reasons, thus reform needs to be further deepened. Some good practices come into being along with actively investigation and renovation during the reform, such as methods of joint venture, contracting representatives, construction on a commission basis, total contracting and so on, among which methods of construction on a commission basis, total contracting are more satisfied with the requirements of the principle of reform in the current phase.
