Compared with allodial innovation, imitating innovation has advantage of high successful rate, low investment, less technological demand, and short time needed etc. Therefore, many countries attach great importance to it. In China, imitating innovation which fits in with present conditions and contributes to economic development should also be encouraged. Accordingly, the corresponding system is needed to exploit the advantages of imitating innovation to the full. It holds that system arrangement is the key to giving full play to the superiority of imitating innovation.
