A study of fiscal expenditure policy in China's transitionary period

财政支出政策是宏观经济调控政策的重要内容之一。财政政策的积极效应集中体现在通过政府支出的扩大拉动民间投资的不断增长,从而促进整个国民经济快速发展。在中国转型时期,如何处理好政府财政支出扩大与民间投资增加之间的互动性关系极为重要。政府支出增加产生的预期效果不会出现"挤出效应",在相应政策下还可以带动民间投资。

Fiscal expenditure policy is one of the important parts of macro-economic policy. Its main effect is on promoting the growth of private investment by increasing the government expenditure, which will consequently expedite the growth of national economy. During China's transitionary period, it is very important to manage properly the interactional relationship between the increase of government expenditure and the growth of private investment. In increasing the government expenditure, the anticipatory crowding-out effect should be taken into consideration and should be eliminated with all means. Proper increase of government expenditure will attract more private investment.
