The basic composition of Web-based testing system is given. Test server, Web server,and database server are the core parts. The importance of selecting and composing test paper is emphasized, and some important parameters are summarized. The weighted deviations model -- WDM is an useful strategy in composing test paper. Its model and conditions are analyzed. WDM is simplified and improved in order to meet the demand of practical instructing. The method has been implemented in practice and proved highly effective.
