中国清洁生产在制浆造纸行业实施十年回顾

TEN-YEAR REVIEW OF APPLICATION OF CLEANER PRODUCTION TO PULP & PAPER MAKING INDUSTRY IN CHINA

回顾了《清洁生产促进法》立法之前清洁生产在我国的发展史,以及在此期间政府、企业、广大技术人员所做出的努力.十年前在联合国环境规划署的推动下,我国清洁生产首先在制浆造纸等行业启动并推行,北京工商大学项目组也做了很多具体工作,并为我国在国际上争得了荣誉.今天清洁生产已深入到各行各业的基层,并遍及全国,生态工业园区、循环经济等模式的成功示范,使清洁生产理论在实践中获得不断发展.

In this paper, history of cleaner production and efforts put by governments, corporations and technicians, before the enactment of 'Chinese Expedited Law of Cleaner Production', were reviewed. Under the impulse of UNEP ten years ago, cleaner production was firstly applied to pulp & paper making industry in China and the project group of Beijing Technology and Business University did many material works obtaining honors for our country. Up to now, cleaner production has been applied to various gross roots all over China and it's theory is being gradually developed through practices following the successful demonstrations of Eco-Industrial Parks and Cycle Economy.
