Pukin puts great effort into the development of science and technology and actively promotes reforms of the Russian science and technology management system, ways to allocate funds to science and technology and the institutional framework of scientific research. He gives priority to development of key fields, gives impetus to the organic integration of science, technology and economy, and encourages a development strategy for scientific and technological innovations, so as to recover Russia's status as 'a major state of science and technology' and provide technological support for the economic resurge.
