新世纪我国步入了全面建设小康社会、加快推进社会主义现代化的新的发展阶段。全面建设小康社会,是一个促进经济、政治、文化协调发展的全面进步的社会。因此,有必要从理论与实践上深入研究中国特色社会主义文化的科学内涵、战略地位及其同全面建设小康社会的相互关系,提出制定我国文化建设的重要战略举措,以实现全面建设小康的奋斗目标,推进中国特色社会主义文化的发展与繁荣。

In the new antury, our country enters a new stage to build an over all well-off society and cany forward socialist modernigation more quickly. The overall well-off society is a society which coordinates the developments among economy, poitics, culture and promotes them to advance overall. Therefore, it is necessary, from theory to practice, to deep research the scientific connotation and strategic status of socialist culture with Chinese characteristics; to draw up some important strategic measures for our cultural construction. It is beneficial to realige the struggle aim of building an overall well-off society and carry forward the development and prosperity of the socialist culture with Chinese characteristics.
