It is commonly recognized by people to be learned persons.As propagandists and creators of advanced science and culture of human beings,it is necessary for editors of university journals to become learned editors in knowledge society.It is a complicated and long-term project to become learned editors.The presupposition is to foster a learning outlook keeping up with times on the basis of scientific selection of learning substance.
