大力发展非公有制经济 推动林业可持续发展

To Tevelop Private Economy for Sustainable Developmentof the Forestry

非公有制经济是林业建设的重要生力军,发展非公有制林业对林业建设有巨大的推动作用。现行的土地制度缺陷、税费负担沉重、筹集资金困难、资源管理僵化以及市场准入障碍等问题制约了我国非公有制林业的发展。在新世纪,为了实现社会、经济的可持续发展,必须进一步深化林业体制改革、完善林业政策、轻税薄费、加大对非公有制林业的扶持力度、转变政府职能,为非公有制林业发展创造一个宽松和谐的社会环境。

This article discussed the present state of our private forestry,the main experience and problems.By means of the experiences of Zhejiang province,it is considered that private forestry is an important force of national forestry construction,and the development of private forestry plays a positive ro1e in our forestry construction.For a long term, private forestry has been facing difficulties such as shortcoming of 1and system,heavy tax,difficulty in funds,rigid way of resource management structures and obstacle to enter the market.In the new century,we should pay higly attention to the development of private foresty,consider the rapid developmentof nongovernmental forestry as the gap of forestry and add it to our working schedule practically.We put forward a series of proposals and measures that how to grasp the opportunity to speed up the development of private forestry,such as deepening the reform of the management system,improving forest policy,easing the taxburden,increasing fund,enhancing service consciousness of governments for private forestry ect.
