论民营经济发展的制度障碍

On Institutional Obstruction to the Development of Non-government Ecomomy

入世后,民营经济将成为中国市场竞争中的主体经济,推动着中国市场经济的发展。然而,民营经济的发展却非常严峻,面临着制度障碍有二:一是市场经济的正式制度(规则)不健全,从外部阻碍着民营经济的发展;二是市场经济的非正式制度(规则)变迁严重滞后,从内部干扰着民营经济的发展。因此,必须加速渐进式改革,健全市场经济的基本规则,完善市场经济体制;必须增进非正式制度变迁,协调市场经济的正式制度与非正式制度,使之相适应,消除制度障碍,推进民营经济的发展。

Non-government economy will be a major part in China's competitive market and poomote its market-oriented ecomomy after China's entry into WTO.However,non-government economy development is in a severe condition and faced with two institutional obstructions.first,the formal institution of market-oriented economy is so imperfect as to hinder the its devlopment from the outside;second,the informal institution of market-oriented economy is so seriously stagnant as to interfere its development from the inside.Therefore,the gradual reform must be speeded up and the basic regulations and institutions must be perfected.The informal institution must also be enhanced and the formal and informal intitutions must be coordinated.Only by doing so,can we eliminate the institutional obstruction and promote the development of non-government economy.
