正确处理大学管理中学术权力与行政权力的关系

Relationship Between Academic Authority and Administrative Authority in Collegiate Administration

大学内部的权力主要由行政权力和学术权力构成。我国大学权力构成属于行政权力主导型。这种大学管理体制强调行政权力的作用,普遍存在着忽视学术权力的现象,造成分工不明,责任不清。认为明确学术权力与行政权力的内涵,实行学术民主管理,建立学术权力与行政权力相协调的运行机制,有助于明确大学管理中的责权,提高大学管理水平。

The authority of a college mainly consists of administrative authority and academic authority.The constitution of the collegiate authorities of our country mainly lies in to administrative authority.This collegiate administrative system emphasizes the function of administrative authority,but generally ignores the academic authority,which leads to the phenomena of unclear divisions and responsibilities.This paper thinks that specifying the connotation between academic authority and administrative authority,implementing the democratic academic administration and establishing the circulating mechanism to harmonize academic authority and administrative authority will be helpful to specifying the responsibility and authority in the collegiate administration and improving the level of the collegiate administration.
