二部制天然气管输费及其简明计算方法

目前我国天然气管输费仍然采用与出厂价捆在一起的捆绑价。当用户的实际用气量低于预定气量时 ,捆绑价就不能确保输气公司收回投资并获得合理的投资效益。目前许多国家对天然气管输采用了二部制管输费收取方法。该方法能在公平的原则下保护输气公司和用户双方的正当权益。文章对天然气管输费的形成机制和形式进行了分析 ,介绍了国外二部制管输费的计算方法 ,在此基础上建立了更易理解和计算的二部制管输费计算方法。

In China, a tied—up price being bound—up with the producer price is still adopted for calculating the gas pipeline transportation cost at present. When the gas volume consumed actually by the users is less than the one predicted, the gas pipeline company can′t be guaranteed for taking back the investment and obtaining the reasonable profits. The two—shift system gas pipeline transportation cost collecting method is now applied to many countries. By use of such a method, the proper rights and interests of both the gas pipeline company and the users will be protected under the fair principles. On the basis of analyzing the formation mechanism and shape of the gas pipeline transportation cost, the method of calculating the two—shift system gas pipeline transportation cost abroad is introduced in the paper. Finally, a simplified method of calculating this cost is put forward in the paper also.
