西部大开发中人力资本积累与制度创新的协调

On coodination between the Accumulation of Human Capital and the Institution Innovation in the Western Exploitation

应用人力资本理论和制度经济学理论,对阻碍西部发展的相关要素进行了分析,提出西部真正缺乏的不是物质资本,而是人力资本,而限制人力资本积累的关键因素是制度安排不合理。西部大开发应着眼于人力资本的积累和制度创新的协调。

Based on the human capital theories and institution economic theories,this paper is ceutered on the analysis of the factors which impede the development of the west in china.It points out that the scarity in the west is not the material capital but the human capital,while the most important factor that limits the accumulation of human capital is the institution.Theefore the coordination between the accoumulation of human capital and the institution innovation is important in the westeru explointation.
