论《民办教育促进法》的基本原则

《民办教育促进法》将于2003年9月1日起实施,《社会力量办学条例》也将随之废止,深刻认识《民办教育促进法》的基本原则,包括教育地位平等原则、促进原则、公益性原则等,特别是正确认识给投资者以“合理回报”与维护民办教育公益性原则并不矛盾,对于该法的实施有所助益。

It is very good for the practice of that law to profoundly understand the basic principle of that law, including the equality position of education principle, promotion principle, public benefit principle; especially to understand that giving the investor reasonable repayment and maintaining the public interest of civilian-run education do not contradict each other.
