In recent years the main trend in the educational reform of wes tern countries is education offered by individuals. The promotion of state-own ed schools run by individuals has its profound theoretical basis and diversified patterns. The public school system newly built through the market mechanism wil l raise the educational quality and efficiency, and satisfy all kinds of educati onal needs. However, on account of the substantial differences between the gover nment and the market, the privatization of public schools also has many limitati ons and problems.
