本文首先对我国高等教育发展的区域不平衡性进行了分析,指出这一状况正是由“总体小康水平”所决定的。在全面建设小康社会和高等教育开始跨入大众化阶段的历史背景下,高等教育必然经历发展不平衡的“过渡阶段”。在此过程中,应正视区域发展不平衡性,使高等教育走地方化发展道路,既服务于建设小康社会,又推进其自身较快发展。

The article analyses the disparities in development of regional higher education at first, which results from the low level of a well -being society. It points out there is a transitional phase with the background of the building of a well - being society and the massification of higher education. During the transition of higher education from elite to mass, regional higher education should be developed according to the local society, and contribute to building a well - being society.
