The negative compact of tourism on the traditional culture in ethnic areas is a hot topic. Therefore, how to realize the dynamical cultural protection and economic development in the ethnic areas is a problem. According to the evolvement model of ethnic culture in the country, and the study of the cultural tourists, this article puts forward 'three -side participation' model. This model emphasizes the important role of culture tourists in cultural tour. This is also a natural culture protecting developmental model in which the real culture tourists are the only target market.
