加强中印缅孟次区域合作的意义

On Strengthening Sino-Myanmar-India-Bangledesh Cooperation

中国应重视与孟加拉湾国家开展经济合作,在澜沧江-湄公河次区域合作的基础上,进一步向印度洋扩展,以中印缅孟为核心形成另一个次区域,并逐步向东南亚延伸。在上述两个次区域合作的基础上,推进建立由中国、南亚、东南亚地区参与的“昆明合作组织”,与“上海合作组织”相对应,形成西北大开发及其与中亚的合作、西南大开发及其与南亚、东南亚的合作这样一个中国全方位对外开放的21世纪新格局。

China should pay attention to the economic cooperation with the countries inthe Bay of Bengal. Based upon the cooperation along the Lancang-Mekong RiverBasin, the economic cooperation should extend to the Indian Ocean, to form anothernucleus of cooperation by the four countries of China, India, Myanmar andBangladesh. On these two sub-regional cooperation, a Kunming CooperationOrganization is formed to include China, South Asia and ASEAN countries. Thiscoupled with Shanghai Cooperation Organization, will promote Northwest Chinascooperation with the Central Asia and Southwest Chinas cooperation with ASEANand South Asia. This would form a brand new frame work for China to open in the21st century.
