提高组织化程度是减轻农民负担的关键

Organized Peasants: A Way to the Alleviation of Peasant's Taxation Burden

农民负担问题一直困扰我国农村经济健康发展并直接制约着国民经济的发展。在解决农民减负问题时,学界和决策层缺乏对其内在机制的深入研究,只是在表层推出若干举措,在实践上效果有限。笔者认为,农民负担过重的根本原因在于农民组织化程度低和由此而来的弱势地位。要从根本上解决农民负担过重问题,必须从提高农民的组织化程度,使他们从单纯的规则接受者变为规则制定的参与者。

The over-burdened government charges to peasants has been always the hurdles to the fast development of rural economy. No countermeasures in the past have perfect effects on it. Through a deep investigation and analysis, the writer believes that only through the establishment of peasant's organization can such situations be changed. The social status of peasants might also improve and will take part in more decision-makings.
