为了能够在装备采办中更好地利用军费,介绍了外军采办中招标的经验,这些经验对我军降低成本,提高效益,具有很好的借鉴作用;阐明并分析了我军武器装备招标所具备的有利条件,对装备采办如何招标进行了探讨,详细介绍了新研制武器装备招标的整个过程;提出了招标中应注意的若干问题,认为招标制度还需要在实践中进行完善.

In order to make full use of the military expenditure in the equipment acquisition, the paper introduces the experiences of public bidding in the acquisition of foreign armed force. The practice of the foreign armed force shows that it will reduce the cost and improve the efficiency. These experiences will produce good effect for our reference. It analyses the good conditions of the public bidding in our weapon acqiusition, such as the environment of the market and the reform of management system. It discusses how to bid of the equipment acquisition; introduces the whole process of new weapon acquisition bidding; puts forward some problems that should be solved in the bidding.
