摘要
海难事故救助打捞(简称救捞)是代表国家行使水上(海上)生命财产救助、抢险救灾和清除海上污染等职能的公益性专业队伍.半个多世纪以来,我国救捞系统勇于实践,经历了"从无到有、从小到大"的成长过程,共实施海难救助882次,救助遇险船舶2300多艘,有力地支援了水运建设,为国家的经济、航运和安全作出了贡献,在国际上也享有良好声誉.
Fifty years ago, maritime rescue was given birth by the new China. Under the Department of Communications, it has developed with three branches now in Shanghai, Guangzhou and Yantai and about 10,000 staff members. Since its establishment, it has played a great role in securing property and lives at sea. But, many problems occurs such as equipment aging, reluctance in reacting to emergencies and inefficiency in search and rescue. Still, it is not perfect in institution, management and shortage of financial support. At present, the Department of Communication is increasing investment in rescue team construction and building the first search and rescue airport in Shanghai. With the deepening of the reform, the maritime rescue competence will be further strengthened step by step.
