摘要
安全文化是一个国家交通文明的重要标志,它的诞生和形成,是政治、经济的反映,同时又作用于政治、经济,最终通过民族形式的发展,形成民族传统。 对于我国而言,水上安全文化还比较陌生。本刊今年第2期曾刊出对中国船级社(CCS)总裁李科浚的专访,探讨安全链理论与海上安全文化,从而引入这个新的安全理念。2001年6月11日至14日,CCS广州分社组织琼洲海峡11家船公司的22名代表前往渤海湾。
Shipowners and personnel concerned from the Qiongzhou Strait were organized by CCS Guangdong Branch to go for the Bohai Bay to learn about the advanced experiences concerning management of passenger and ro-ro ships in mid June 2001. Since the grave accident on 24th November 1999, the Government has strengthened the management of passenger and ro-ro ships in this region. As a result, people have already fostered a good awareness towards safety; ships have been better equipped, and shipping companies have established their culture. The Ministry of Communications, China MSA, CCS and shipping companies have linked together to forge the maritime safety culture. But, at present, water safety culture is still at its primary stage in this region. Only with consistent efforts from related parties, particularly from the governmental bodies can Bohai Bay become a cradle of safety culture on the waters of China.
