事实上,具有能源优势的西部,地形地貌复杂,植被覆盖稀少,水土流失重,生态环境较差,修筑铁路和公路不仅建设难度大,而且投资成本高。大力发展借水行船的航运,不仅能耗小、占地少,运输成本低,而且因其运量大,更适合沟通东部、通江达海,从而担当沿江新兴产业带的经济由东向西作战略转移的任务。
Water resources are abundant in the western region including Yunnan, Guizhou, Sichuan, Chongqing, Guangxi, Sha'anxi Provinces where favorable conditions are available for developing inland waterways shipping. With the call of the Central Party and the State Council 'To Develop Western Regions' and to grasp the historic opportunities of China's accession to WTO, the Ministry of Communications set out 'The Development Plan for Inland Waterways Shipping in Western Regions' in order to make a full use of the water resources in the region. The plan says it will take some 20 years to develop and build mam and branch navigation courses and port installations and 50 years to realize the general goal of forming 'a modern comprehensive transport system in the region, characterized by main outreaching navigation courses, interconnection of main and branch navigation, intermodal transportation, full accessories, complete functions and quality
