发展西部经济 ,首先要发展科教 ,增强科研成果和新技术向生产力的转化能力。在这个转化中 ,运用现代信息技术和现代远程传播技术来研究西部地区的信息传播 ,加速科技知识的推广 ,是可持续发展的可选择出路。

At the turn of the century, our Party and government established the strategic policy to speed up the cultivation to the Chinese West. The development of western economy lies primarily in the development of science and education, and the reinforcement of the applying ability of scientific fruits and new technologies to the real productive forces. In this process, a workable way for the sustainable development would be to research the information communication in this region and speed up the popularity of scientific knowledge by means of modern technologies in information and telecommunication. The present thesis illustrates such view from the perspectives of the status quo in the western property stricken areas and the impact of modern communication technologies on the western cultivation.
