工程招投标中的伦理及经济分析

伦理是指人与人之间所规定的道德规范。在工程招投标中,也存在实实在在的伦理问题。由于我国市场经济尚不完善,没有全国统一的建设工程产品交易市场,竞争不够充分,招标人与投标人之间,投标人与投标人之间存在严重的信息不对称性,因而在招投标过程中,必然会出现违背伦理的败德行为。从经济地位、价值观和博弈论的角度分析产生败德行为的经济根源。通过分析,最后提出了建立伦理约束的有力措施。

Ethic is a series of moral regulations among people. There are re ally ethics in project bid invitation and bidding. Because our state's market e conomic isn't perfect yet, we have had not uniform trade marketplace of construc tion project products. Compete is not complete, there is asymmetric information between invitation tender and bidders , and among bidders. Therefore non-moral actions inevitably exists in project bid invitation and bidding. Viewing from ec onomical position, value view and game theory , non-moral actions result from de ep economic reason. By the analysis, the paper gives many effective measures wh ich will be used in setting up ethical restrict.
